The introduction of HRG 4.2 in April 2009 as the new ‘currency' for a considerable proportion of activity, has created a significant additional risk for trusts. The Audit Commission's recent report on the 2008/09 PbR Assurance Audits showed that trusts were exposed to an average financial risk of 4.6%. When this data was recalculated using the new HRG 4.2, the average financial risk rose notably to 11.2%.
